There are 21 secondary schools in the region. The Center of Children’s Arts carries out out-of-school activities. Some 1,280 school children attend the center’s 138 hobby groups. There are 13 kindergartens in the region (1,380 children).

The work on developing the educational system continues. In 2007, specialists will place emphasis on the development of new approaches in the organization of educational activities. The measures will be implemented to polish up social standards. Local rural schools are expected to be equipped with PC study rooms.

There are 21 cultural establishments in the region including the Novolukoml Palace of Culture of Power Engineers, the club of the Paper Mill “Krasnaya Zvezda”, the Chashniki Town House of Culture, 19 rural clubs, the House of Folklore, the House of Crafts and the Regional Museum of History.

The regional newspaper Chyrvony Pramen (the circulation is 5 thousand copies) is issued 2 times a week. There are TV-studios “Vesta” in the town of Chashniki and “TriAnda” in the town of Novolukoml and the local radio station “Impulse”.

The Chashniki region has 3 stadiums and the sports center “Energetik” in the town of Novolukoml.

The region develops the following kinds of sport: football, volleyball, athletics, cross-country skiing, canoe and kayak rowing, gymnastics, basketball, table tennis, mini-football and biathlon. 

There are negative tendencies in the sphere of healthcare. The incidence of noninfectious chronic pathology and the death rate have been increasing. The level of traumatism is high. 

The birthrate which had been falling since the ‘90s slowed down by 2005. Positive tendencies started showing in 2006: the birthrate in the region made up 9.44 per 1,000 (350 babies were born) in 2006 while in 2002 it was 6.76 babies per 1,000 in 2002 (274 babies were born).
