Electronic appeals

Dear applicants!

Please note!

From 02.01.2023, on the basis of Article 25 of the Law of the Republic of Belarus of July 18, 2011 No. 300-Z "On Appeals of Citizens and Legal Entities" (as amended on 28.06.2022 as amended and additions coming into force on 02.01.2023), electronic appeals will be submitted through the state unified republican information system for recording and processing appeals from citizens and legal entities (appeals. bel).

Access to this system will be free of charge.

Electronic appeals of citizens, including individual entrepreneurs (hereinafter referred to as citizens), and legal entities to the Chashniki District Executive Committee are sent and considered in accordance with the requirements of the Law of the Republic of Belarus of July 18, 2011 "On Appeals of Citizens and Legal Entities" (hereinafter referred to as the Law).

Citizens of the Republic of Belarus, legal entities of the Republic of Belarus, individual entrepreneurs have the right to appeal to the district executive committee by submitting electronic appeals through the global computer network Internet.

For reference: foreign citizens and stateless persons located on the territory of the Republic of Belarus, representative offices of foreign organizations enjoy the right to appeal on an equal basis with citizens of the Republic of Belarus and legal entities of the Republic of Belarus, unless otherwise specified by the Constitution of the Republic of Belarus, laws and international treaties of the Republic of Belarus.

Electronic appeals on behalf of incapacitated citizens are submitted by their legal representatives.

An electronic appeal may be left without consideration if it is not executed in accordance with the requirements established by the Law of the Republic of Belarus "On Appeals of Citizens and Legal Entities".

Requirements for electronic appeals

In accordance with paragraph 2 of Article 25 of the Law:

Appeals are presented in Belarusian or Russian language.

Electronic appeals of citizens must contain:

the name and (or) address of the organization or the position of the person to whom the appeal is sent; surname, first name, patronymic (if any) or initials of the citizen, address of his place of residence (place of stay), e-mail address of the applicant;
statement of the essence of the appeal.

Electronic appeals of legal entities must contain:

full name and (or) address of the organization or position of the person to whom the appeal is sent; full name of the legal entity and its location;
the applicant's e-mail address;
statement of the essence of the appeal;
surname, first name, patronymic (if any) or initials of the head or person authorized to sign appeals in accordance with the established procedure.

Consideration of electronic appeals

In accordance with article 25 of the Law:

1. Electronic appeals received by state bodies and other state organizations shall be subject to consideration in accordance with the procedure established for the consideration of written appeals, taking into account the peculiarities provided for in this article.

On the official website of a state body, other state organization in the global computer network Internet, information on the method or methods of submitting electronic appeals to this state body, another state organization (sending to an e-mail address and (or) posting in a special section on the official website on the global computer network Internet should be posted).

Requirements for a special rubric on the official websites of state bodies and other state organizations in the global computer network Internet, intended for placing electronic appeals, are determined by the Council of Ministers of the Republic of Belarus.

Electronic appeals received by organizations not specified in part one of this paragraph shall not be considered, unless a different procedure for working with such appeals is determined by the head of the organization (higher organization).

2. Electronic applications must comply with the requirements established by paragraph 1, paragraphs two to four of paragraph 2 or paragraphs two to five of paragraph 3 of Article 12 of the Law, as well as contain the applicant's e-mail address.

Electronic applications submitted by representatives of applicants must be accompanied by electronic copies of documents confirming their authority.

In case of non-compliance with the requirements specified in parts one and two of this paragraph, an electronic appeal may be left without consideration on the merits in the manner prescribed by paragraph 4 of Article 15 of the Law.

3. Withdrawal of an electronic appeal shall be carried out by submitting a written application or sending an application in electronic form in the same way as the electronic appeal was sent.

4. If, for consideration of an electronic application on the merits, it is necessary to indicate the personal data of the applicant or other persons, with the exception of those contained in the appeal, the applicant is invited to apply with an oral or written appeal.

5. Responses (notifications) to electronic appeals shall be sent to the e-mail address of the applicants specified in electronic appeals, except for the cases provided for in part two of this paragraph.

Written responses are given to electronic appeals (written notifications are sent) in cases where:

the applicant in his electronic appeal asks to send a written response or simultaneously send a written response and a response to his e-mail address;
The e-mail address is indicated in the e-mail address to which, for technical reasons, it was not possible to deliver a response (notification).

6. Responses (notifications) to electronic appeals sent to the applicant's e-mail address must comply with the requirements established by paragraph 1 of Article 18 of the Law, as well as contain the last name, first name, patronymic (if any) or initials of the head of the state body or other state organization or the person authorized by him to sign responses to appeals in accordance with the established procedure.

7. In the event that incoming electronic appeals of similar content from different applicants are of a mass nature (more than ten appeals), responses to such appeals by decision of the head of a state body or other state organization or a person authorized by him to sign responses to appeals in accordance with the established procedure may be posted on the official website of a state body or other state organization in the global computer network Internet without referral responses (notifications) to applicants.

Appeals against responses to appeals

In accordance with Article 20 of the Law of the Republic of Belarus "On Appeals of Citizens and Legal Entities", the organization's response to an appeal or a decision to leave an appeal without consideration on the merits may be appealed to a higher organization.

Additional documents and (or) information may be attached to the forms of electronic appeals (documents confirming the authority of the applicants' representatives, documents on the results of the previous consideration of appeals and other documents and (or) information necessary to resolve the issues set forth in the appeals).

Acceptable formats of attached documents and (or) information in electronic form and their graphic images on paper (scans) are Portable Document Format / A (PDF / A), Office Open XML (DOCX), dual format with markup (DOC), Rich Text Format (RTF), text file (TXT), Open Document Format (ODT), data archiving and compression format (ZIP, RAR), Portable Network Graphics (PNG), Tagged Image File Format (TIFF), Joint Photograph Experts Group (JPEG), Joint Photograph Group (JPG).
