The procedure for the sale of wood in the Chashniki district

REMINDER on the sale of industrial timber to individuals in harvested form outside exchange trading

Harvested timber is sold outside exchange trading on the basis of the Rules for the sale of wood, approved by the Decree of the President of the Republic of Belarus dated August 22, 2022 No. 294, and the requirements of the Decree of the Ministry of Forestry of the Republic of Belarus dated September 14, 2022 No. 14.

I. Conditions of implementation

1. Harvested timber may be sold to individuals:

- at the price of manufacturers that is not tied to the stock quote (hereinafter referred to as the preferential price);

- at the price of manufacturersnot lower than the stock quote (hereinafter referred to as the market price). 

II. Implementation procedure

1. Timber shall be sold to individuals at a reduced price:

- for construction, including reconstruction or overhaul, of residential buildings or outbuildings - in the amount of up to 70 cubic meters;

- for routine repairsof residential buildings owned by individuals, outbuildings, land fences, objects located on the territory of a garden partnership or dacha cooperative - in the amount of up to 10 cubic meters.

2. Algorithm of actions for the sale of wood at a reduced price.

2.1. A citizen submits an APPLICATION to the forestry, in which he indicates:

During construction:

- the purpose of the purchase of wood;

-volume;

- details of documents (name, date and number (if any)):

a document certifying the right to a land plot (decision of the district executive committee on the allocation of a plot for the construction of real estate; a state act on the allocation of a land plot);

documentation for the construction of the facility (design estimates or estimate documentation developed and approved in accordance with the requirements of the law);

In case of reconstruction oroverhaul:

- the purpose of the purchase of wood;

-volume;

- the address of the immovable property for the reconstruction or overhaul of which timber is requested;

- details of documents (name, date and number):

a document confirming the state registration of real estate (certificate of registration of property or other document confirming the ownership of this property);

documentation for the reconstruction (overhaul) of the facility (design estimates or estimate documentation developed and approved in accordance with the requirements of the law);

During current repairs:

- the purpose of the purchase of wood;

-volume;

- the address of the immovable property for the current repair of which wood is requested;

- details of documents (name, date and number):

a document confirming the state registration of real estate (certificate of registration of property or other document confirming the ownership of this property).

In the case of garden associations, decisions on the provision of a land plot to an individual for personal subsidiary farming.

2.2. The forestry enterprise within 15 CALENDAR days from the date of registration of the application notifies the applicant of the presence (or absence) of the requested volume of wood.

2.3. If there is the requested wood in the forestry, the citizen on the date appointed by the forestry enterprise is in the forestry and submits the documents, the details of which were indicated in the application. The forestry enterprise makes copies of documents and files them with the application.

The CONTRACT is signed after verifying the details of the documents provided with the information specified in the application.

The standard form of the Agreement is provided for by the Decree of the Ministry of Forestry dated September 14, 2022 No. 14.

 2.4. Ifit is impossible to satisfy the application, the forestry enterprise within 10 CALENDAR days from the date of its registration redirects the application to the GPLHO with a justification of the reasons for the absence of the requested wood.

Within 5 CALENDAR days, the forestry enterprise sends the options for satisfying the application proposed by the GPLHO to the applicant along with a justification of the reasons for its refusal.

2.5. In the event that a citizen has not provided a report on its use by November of the year in which he purchased the wood, the forestry enterprise informs the citizen by December 1 about the need to provide such a report or provide information explaining the impossibility of providing such a report.

3. Algorithm of actions for the sale of wood at the price of manufacturers not lower than the exchange quotation (market price).

3.1. At the market price, wood is sold without volume restrictions in cases that do not fall under paragraph 2 of the second section of this memo or in excess of the volumes specified in paragraph 1 of the second section of this memo.

3.2. A citizen submits an APPLICATION to the forestry, in which he indicates the volume and other characteristics of wood.

3.3. The terms of consideration of such applications are not standardized.

3.4. The contract for the supply of products may be concluded on the day of application. The form of such an agreement should not contradict the requirements of the law.

3.5. The volume of sales of such products is unlimited. The types of felling for harvesting such wood are unlimited.
